than steam, or the motive power whereof shall be electricity

 

or other power with steam as an auxiliary or supplemental

 

power where electricity or other power than steam shall be

 

the principal or primary power; or a mixed power wherein

 

electricity or other power than steam may be used for the

 

motive power for the passenger, mail and express services

 

of said railroad or vice versa, and steam for the motive power

 

propelling freight thereon, as the directors may determine,

 

from some point on the west bank of the Susquehanna river,

 

in Harford County, between the mouth of Deer creek and the

 

Pennsylvania State line, and extending westwardly or north-

 

westwardly through the northern part of Harford County

 

for a distance of twelve and one-half miles more to some point

 

at or near the said State line, not further westward than

 

the boundary line between Baltimore and Harford Counties,

 

with power to cross and bridge the Susquehanna river and

 

extend the said railroad eastwardly or northeastwardly to

 

some point at or near the Pennsylvania State line not more

 

than twenty miles eastward from the Susquehanna river; and

 

with power to build and construct lateral lines from the main

 

line of said railroad into any section of Harford or Cecil

and into Pennsylvania, as the said board of directors may

 

deem necessary and advisable. And the said company shall
