SEC. 2. And be it enacted, That each political party in said
|

SEC. 3. And be it enacted, That the primaries of two different

clerks to conduct such primary, and the manner of appointing

shall be as follows : Each of the two contesting factions of any
|
|
 
|
party shall, within five days from the call of said primary
|
|
 
|
being first published, file with the Supervisors of Elections of
|
|
 
|
said county the names of two persons for judges and two
|
|
 
|
persons for clerk in each election district or precinct where the
|
|
 
|
primary is to be held, which said persons whose names are so
|
|
 
|
filed shall have been duly registered voters of the election
|
|
 
|
district or precinct where they are to act as judge or clerk
|
|
 
|
for at least three years previous to the day of their appoint-
|
|
 
|
ment, and from the names so filed the said Supervisors of Elec-
|
|
 
|
tions of Anne Arundel County shall elect one judge and clerk
|
|
 
|
from the list submitted by each faction and shall, in addition
|
|
 
|
thereto, select from among the registered voters of said elec-
|
|
 
|
tion district or precinct one person as the third judge of said
|
|
 
|
primary, and the three judges so appointed and the two clerks
|
|
 
|
shall conduct the primary election for said district or precinct.

|
The judges so appointed upon the recommendation of any
|
|
 
|
faction shall be appointed from the leading factions actually
|
|
 
|
running candidates and delegates to the county convention
|
|
 
|
at said primary, and upon the neglect, failure or refusal of any
|
|
 
|
faction to file the name for said judges and clerks, then it shall
