SEC. 3. And be it enacted, That the male citizens of Barton

holding county elections in said town, or at such place as

thorized to elect five Commissioners for the said town, who

 

shall be owners of real estate, and regular taxpayers in the

 

said town on an assessment of not less than five hundred

 

dollars, and who shall have resided within the limits of the

 

same for two years next preceding the election; also one

 

clerk and a bailiff, each of whom shall have resided in said

 

town for two years next preceding their election. The Com-

 

missioners elected under this Act shall serve for one and

 

two years, or until their successors are elected and qualified;

 

and it is herein provided that the two Commissioners receiv-

 

ing the highest number of votes at the first election shall

 

serve for two years, and the three receiving the lowest number

 

of votes shall serve for one year, and at each succeeding elec-

 

tion two Commissioners shall be elected to serve for two

town, whose duty it shall be to preside at all meetings of the
