CHAP.
    X.

                                LAWS of MARYLAND.

    II.  Be it enacted, by the General Assembly of Maryland, That the commissioners
of the said town shall have full power and authority to make such by-laws
for the regulation and good government of the said town, and the inhabitants
thereof, and to restrain all disorders and disturbances, and to prevent all nuisances,
inconveniencies and annoyances, within the said town, and other matters, exigencies
and things, within the said town, as to them, or a major part of them,
shall seem meet and consonant to reason, and not contrary to the constitution and
laws of this state; and the said by-laws shall be observed, kept and performed,
by all the inhabitant of the said town, and all persons trading therein, under
such reasonable penalties, fines and forfeitures, as shall be imposed by the said
by-laws, not exceeding five pounds current money; the said penalties, fines or
forfeitures, to be levied by distress and sale of the goods, or execution of the
person so offending, and applied to the use of the said town.

Powers vested
in commissioners.
    III.  And be it enacted, That the same powers given to the justices of the
peace in any county within this state, by an act of assembly at November session,
seventeen hundred and eighty-nine, entitled, An act to regulate the assize of
bread, shall be and they are hereby vested in the said commissioners, to be exercised
by them, within the said town only.

                                            CHAP. XI.
An ACT for the relief of John Love, of Harford county.
Preamble.     WHEREAS John Love, by his petition to this general assembly, hath
set forth, that he became security to the state of Maryland for Samuel
Groome Osborne, collector of the public taxes in the said county
for the year seventeen hundred and eighty-six, and, that in consequence of such
securityship, and the said Osborne being largely in arrears, the whole of the
petitioner's property, to the ruin of himself and family, was taken in execution,
at the suit of the state, and sold by the agent, towards satisfaction of the said
arrears; and prayed that he may, by law, be discharged from his said securityship,
with a view to the balance yet remaining due to the state from the said Samuel
Groome Osborne; and the prayer of the said petition being thought reasonable,
John Love
released, &c.
    II.  Be it enacted, by the General Assembly of Maryland, That the said John
Love, his heirs, executors and administrators, shall be and hereby are for ever
released, exonerated and discharged, from the securityship aforesaid, and from all
obligation whatsoever, on account thereof:  Provided always, that any property
acquired by the said John Love, by devise, descent, bequest, or in course of
distribution, shall be subject to the payment of any arrears due to the state from
the said Samuel Groome Osborne, as collector aforesaid.

                                            CHAP. XII.
An ACT to open and extend the road leading from Whittingham's
    Bridge, at Princess-Anne-town, in Somerset county, to
    the plantation of George Pollitt, deceased, until it intersects
    the road leading from Salisbury to Stevens's ferry, at the plantation
    of Joshua Morris.
Preamble.     WHEREAS it is represented to this general assembly, by the petition of
sundry inhabitants of Somerset county, that it would be of great
advantage to themselves, and the public in general, to have the road
opened and extended that leads from a place called Whittingham's Bridge, at
Princess-Anne-town, in Somerset county, to the plantation of George Pollitt,
deceased, until it intersects the main road leading from Salisbury to Stevens's
ferry, at the plantation of Joshua Morris;
Commissioners
appointed,
&c.
    II.  Be it enacted, by the General Assembly of Maryland, That Gillis Polk,
Jacob Morris, John Jones, of Princess-Anne, Thomas Pollitt, son of William,
and William Pollitt, son of William, be and they are hereby appointed commissioners,
or any three or more of them are hereby authorised to open and
