PROCEEDINGS of CONVENTION.

Convention met. Mr. H. Wilson
and Mr. Ringgold appeared in the house.
On motion, RESOLVED, That no civil officer or delegate
to congress be appointed, unless there shall
be a majority of the members present in his favour.
The convention proceeded to ballot for a council of
safety, and John Hall, George Plater, Daniel of
St. Thomas Jenifer, Brice Thomas Beale Worthington, Charles Grahame, Joseph
Nicholson, Nicholas
Thomas, William Rumsey, and James Tilghman, Esquires, were elected.
Convention adjourns till to-morrow morning 9 o'clock.
M O N D A Y, November 11,
1776.
CONVENTION met. All members present
as on yesterday, except Mr. Fenwick, Mr. B. Mackall,
Mr. Gustavus Scott, and Mr. George Scott. The proceedings of yesterday
were read.
RESOLVED, That if any inhabitant of this state shall,
after the first day of December next, within or
without this state, or any person whatsoever shall, within this state,
after the said first day of December next,
forge or counterfeit any of the certificates, bills or notes of the continental
loan-office, or alter the sum expressed
in any of the said certificates, bills or notes, or shall offer, or cause
to be offered, in payment, any such
counterfeit, forged or altered certificate, bill or note, knowing the same
to be counterfeit, forged or altered,
and shall be thereof convicted by a petit jury, after a presentment by
a grand jury, in the general
court, or shall stand mute, or peremptorily challenge above the number
of twenty of the pannel, he shall
suffer death as a felon, without benefit of clergy.
Mr. Horsey and Mr. Dickinson have leave of absence.

Convention met.
The journal of accounts was read and assented to.
ORDERED, That the treasurer of the western shore pay
the several claims allowed in the same.
Mr. Grahame informs the convention that his bad state
of health will not permit him to attend his
duty as a member of the council of safety, and therefore begs leave to
resign, and resigns accordingly.
Thereupon the convention proceeded to the office of another in his stead,
and Thomas Contee, Esquire,
was elected.
RESOLVED, That the declaration of rights and the constitution
and form of government be immediately
printed, and that twenty-two copies be immediately sent to each of the
counties by express, three of
which copies for each of the delegates of this convention, two of the said
copies for each of the judges
appointed to hold the next elections, and two of the said copies for each
of the persons who shall be chosen
an elector of the senate; and that as form as conveniently may be, the
journal of the proceedings of
this convention be printed, and two copies be transmitted to each of the
members of this convention.
RESOLVED, That this convention adjourn to the twenty-eighth
day of this instant, and the council of
safety may, if they think proper, call the convention to meet before that
day.

At a SESSION of the GENERAL ASSEMBLY
of MARYLAND, convened by the COUNCIL of
SAFETY, and begun and held at the city of ANNAPOLIS,
on Wednesday the fifth of February, in the
year of our Lord one thousand seven hundred and
seventy-seven, and ended the 20th day of April:
The following laws were enacted.

CHAP. I.
An ACT for laying the levy in Anne-Arundel county.
The list of taxables for several of
the hundreds not having been returned, and of course the levy not being
yet laid, this act empowers any three justices, with all convenient speed,
to hold a court, and to
appoint constables, or other persons, to take lists of taxables in those
hundreds, or parts of hundreds,
where lists have not been taken. Upon the return of such lists, the
court is to apportion the levy, in the
collection of which the sheriff is to proceed as he is directed by former
laws; and there are to be the
same penalties inflicted on the concealers of taxables as are prescribed
by those laws.
If the levy for any other county hath not been laid,
for the last year, any three justices of such county
are authorised, immediately to meet and to lay it to the same manner as
they might have done at the last
November court.
