name of the State; and a failure to attend at any

election, during said term, unless prevented by sick-

ness or other sufficient cause, shall be deemed a

refusal within the meaning of this section; it shall be

the duty of the said board before each election in said
|

city, to publish in two daily papers published in said

206. The said board shall have power and it shall

be their duty to fill all vacancies which may be
