passengers and property as shall within a reasonable
time previous thereto be offered for transportation
at the place of starting and at all such stopping
places established for receiving and, discharging way

transport and discharge such passengers and prop-
erty at, from and to such places on the due payment

and shall be liable to the party aggrieved in an action
for damages for any neglect or refusal in the premi-

Demand and
receive.

SEC. 18. And be it enacted, That on the completion
of the said railroad or any section thereof, it shall
and may be lawful for the said company to demand
and receive such sum or sums of money for tolls on
persons or property as the Philadelphia, Wilmington
and Baltimore Railroad is now entitled to charge.

Make divi-
dends.

SEC. 19. And be it enacted, That the said president
and directors shall annually or semi-annually declare
and make such dividends, as they may deem proper,
of the net profits arising from the resources of the
said company, after deducting the necessary current
and probable contingent expenses, and they shall
divide the same amongst the stockholders of the said
company in proportion to their respective shares.

Form a union.

SEC. 20. And be it enacted, That the president and
directors of the said company, are hereby authorized
and empowered to form a union with such company
or companies as are Or may be incorporated in the
State of Delaware for the purpose of constructing a
railroad in said State to unite with the railroad pro-
vided for in this act, so that the capital stock of the
said companies respectively shall constitute one com-
pany, and be entitled to all the rights, privileges and
immunities which each of them possess, have and
enjoy under and by virtue of their respective charters;
