SEC. 6. And be it enacted, That when no objection
shall have been filed within the time hereinbefore
designated, or if objection shall have been filed, but
the return, award plat and proceedings shall have
been confirmed by the County Commissioners of
Baltimore county, without appeal, or, if in case of ap-
peal the order of the county commissioners is affirmed
by the Circuit Court for said county, the county com-
missioners shall record or cause to be recorded such
road as a public road of Baltimore county, and the

award if for damages, shall be paid by the said county
commissioners to the person or persons, or body cor-
porate entitled to receive the same within ninety days
from the ratification of said award or report, and
the award if for benefits, shall be considered a
tax or lien upon the property so assessed, and shall
be paid to the county commissioners within sixty
days from the time the award and report are finally
ratified and confirmed as aforesaid, and if riot paid
shall be collected as other county taxes are collected;
and said assessments when collected shall be applied
according to the provisions of this act.

Damages.
|
7. And be it enacted, When the proceedings con-
nected with said avenue shall have been finally con-
firmed and the said avenue duly declared 'and re-
corded as a public road of Baltimore county, the
county commissioners shall advertise for proposals
for the construction and completion of said avenue,
and notice for such proposal shall be published in two
newspapers in Baltimore county, and in two news-
papers published in Baltimore city, that the proposals
will be opened at a day to be named in said adver-
tisement which shall not be less than twenty days
from the date of the first publication thereof and the
said county commissioners shall give the contract for
the completion of said avenue, to the lowest respon-
sible bidder for the same, and shall require him to

give bond with two securities in double the amount
of the contract price, for the faithful performance of
the same, which bond shall be duly approved by the
county commissioners, and when such contract shall
have been given out and the bond approved as afore-
said, the contractor shall proceed to construct and
complete said avenue under the direction, and con-
