During the year ended on the first day of December, 1851, there was received, into the Treasury from the Clerk of the late Baltimore County Court and the Clerk of the late City Court, $114,639.03, and during the last fiscal year there was paid $101,- 277.19. Showing a falling off in the payments of the last year of $13,361.84. From that sum, however, it is proper to deduct $3,124.43 revenue accrued and paid in the past year by the for- mer Clerks, which will reduce the deficiency to $10,237.42. Under Article IV, Section xv, of the Constitution, the Clerk of the Court of Common Pleas of Baltimore, is required to is- sue, within the city, all marriage and other licenses authorised by law, whereby the Clerk of the Superior Court becomes the recipient of only such part of the public revenue as arises from Stamp Duties; Tax on Plaintiffs within the jurisdiction of the Superior Court; Tax on Civil Commissions, and Tax on Com- missions of Trustees and Receivers. The Clerk of the Cir- cuit Court of Baltimore County has accounted for and paid over a larger amount of revenue than hag been received from any other Circuit Court Clerk in the State, excepting the Clerk of the Circuit Court of Frederick County; and there can be no doubt, but that the full contribution of Baltimore County has been received. The apparent discrepancy in the receipts from the Clerk of the Superior Court, is, perhaps, susceptible of a satisfactory solution. One cause of defciency,applicable to this office, and common to all the Baltimore Clerks, will be found in the fact, that the an- nual tax upon the office, has not been paid ; for the reason that the Legislature, having failed to apportion the tax paid by the old |
