14 COMPTROLLER'S REPORT. of the Legislature, $87,995.52, not before then put in suit, has been placed in the hands of the different State's Attorneys for collection. It may reasonably be presumed that the whole of these arrears, or so much of them as will ever be available, will be received within the next two years; after which, little else can be relied on in aid of the accruing revenue of any one year, other than the balance remaining- unpaid of the levy for the year immediately preceding ii; a circumstance entitled to great con- sideration in any future revision of the revenue system. Statement No. 2 will show the amount of revenue received du- ring the past year for Stamp Duties, to have been $59,720 95 ; of which sum $36,207.2l was paid direct from the Stamp Office, and $23,513.74 from the Clerks of the Circuit Courts and the Clerk of the Superior Court of Baltimore. It is gratifying; in this connec- tion, to be able to state, that, the income from this source is larger by the sum of $6,323.16; than that received for the pre- ceding year; and that it exceeds, by $5,263.63, the greatest amount which has reached the Treasury from this branch of rev- enue, during any former year, since the passage of the Stamp law. Statement No. 2 will, also, be found to exhibit a detailed ac- count of the various heads of revenue with the several amounts thereof passing into the Treasury through the hands of the Clerks of the Circuit Courts of the Counties, and the Clerks of the Superior Court and Court of Common Pleas of Baltimore. This revenue is derivable mainly from the sate of licenses to traders and others) together with several additional branches, particularly set forth in tabular form; and while it is a subject of congratulation to discover a slight aggregate increase over and above the receipts of the former year, it will be considered sin- gular that the payments made by the Clerks of the Circuit Courts, have largely augmented, and that those made by the Clerks of Baltmore, including the Clerk of the Circuit Court of Baltimore County, have proportionably diminished.
