WHEREAS John Sowers, of Baltimore county, by his
petition to
this general assembly hath set forth, that he is upwards of eighty
years of age, and much afflicted with bodily infirmities incident to
old age, which has rendered him unable to provide for himself a
sufficient support, and praying an act may pass to provide for his
maintenance; and the facts stated in said petition appearing true,
therefore, |

2. BE IT ENACTED, by the General Assembly
of Maryland, That
the justices of the levy court of Baltimore county shall, and they
are hereby empowered, at their next levy court, and at their levy
court annually, during the life of the said John Sowers, to levy on
the assessable property of said county, the sum of thirty dollars,
for the support of John Sowers, and the same, when collected,
shall be paid by the collector of said county to said John Sowers,
or order, for the purpose aforesaid. |

WHEREAS it hath been represented to this general
assembly, by
the memorial of the president and directors of the Union Bank of
Maryland, that the capital of the said bank hath lately increased
to more than two millions of dollars, and will probably, in a short
time, amount to two millions five hundred thousand dollars; that in
consequence of this increase much difficulty is experienced in employing
the whole of the capital. and that by suffering it to remain
inactive considerable injury must necessarily result to the stockholders:
And whereas the said president and directors have prayed
that their charter may be so altered as to authorise a portion of the
capital to be laid out in the purchase of the public debt of the United
States, or in stocks of some of the chartered banks in the United
States, therefore, |
