CHAP. 113.

                                    LAWS OF MARYLAND.

and when so assembled, they, or a majority of them, shall
proceed to execute the several powers and authorities vested in
them by virtue of this act, from time to time, as occasion may require.

Empowered to
make by-laws for
government of village.
    3. AND BE IT ENACTED, That the said commissioners, or a majority
of them, and their successors, shall have full power and authority
to make such by-laws for the regulation and good government
of the said village and the inhabitants thereof, and to restrain
all disorders and disturbances, and to prevent all nuisances, inconveniencies
and annoyances, within the said village, as from time to
time may be necessary and consonant to reason, and not contrary
to the constitution and laws of this state; and the said by-laws
shall be observed, kept and performed, by all the inhabitants of the
said village, under such reasonable penalties, fines and forfeitures,
as shall be imposed by such by-laws, not exceeding eight dollars
in any one case.
Cause an assessment
and valuation
of real property

    4.  AND BE IT ENACTED, That the said commissioners shall
cause a just and fair assessment and valuation of all the real property
within the limits of the said village to be made and returned,
between the first day of April and the first day of May annually,
by some person to be appointed by them, who shall be qualified
and bound to make return thereof agreeably to the supplement to
the law for the regulation of Denton, passed at November session,
eighteen hundred and four *; Provided, that the tax so laid shall in
no case exceed the sum of one dollar in the hundred pounds in any
one year.
To levy tax on
billiard-tables and
dogs.
    5.  AND BE IT ENACTED, That the said commissioners, or a majority
of them, or their successors, shall have full power and authority
to assess and levy, upon every person or persons keeping
for common use a billiard-table within the said village, or within
one mile thereof, an annual tax of eight dollars current money for
every billiard-table so kept and used, and likewise to assess and
levy an annual tax of three shillings and nine-pence like money on
every dog, and seven shillings and sixpence like money on every
bitch, belonging to any inhabitant of said village, and the said
commissioners may direct the killing of any dog or bitch in said
village whose owner cannot be ascertained.
And appoint a
bailiff—his duties.
    6.  AND BE IT ENACTED, That the said commissioners shall, on
the first Monday of April, (or as soon thereafter as is convenient,)
and annually every year thereafter, appoint an active discreet person
to be bailiff and constable of said village (a), who, before he
shall proceed to the execution of his office, shall take an oath, or
affirmation, (as the case may be,) to be administered by any justice
of the peace for Caroline county, that he will faithfully and impartially
perform the duties required of him, as bailiff and constable
within the limits of said village, by virtue of this act, without favour,
affection or partiality, according to the best of his skill and
judgment; and the said bailiff or constable shall give bond, in the
same manner, and under the same penalties, that the several constables
of said county do; and it shall be the duty of said bailiff or
constable to attend the meetings of the said commissioners whenever
he shall be required; to perform such services as shall from
time to time be by them directed, for the more effectual accomplishing
the objects of this act; to prevent the tumultuous and irregular
