that a law may pass authorised a lottery to raise the sum of three
thousand dollars for the purpose of effecting the same; therefore,

    1807.

CHAP. 102.

    2.  BE IT ENACTED, by the General Assembly of Maryland, That
it shall and may be lawful for Stephen Hollingsworth, William
Alexander, Jeremiah Corden, John King, James Sewell, Asam
Whann, William Hollingsworth, George Ricketts, John Groome
and Joshua Richardson, or a majority of them, to propose a scheme
or schemes of a lottery for raising a sum of money, not exceeding
three thousand dollars, and to sell and dispose of the tickets thereof,
provided the said commissioners, or a majority of them, shall,
before the sale or disposal of any ticket or tickets in said lottery,
give their bond to the state of Maryland, in the penalty of six
thousand dollars, conditioned that they will well and truly apply so
much of the money arising therefrom, within six months after the
drawing of said lottery shall be finished, as will satisfy the fortunate
adventurers for prizes drawn by them, and the residue to
the immediate finishing of said academy, purchasing a philosophical
apparatus for the same, and to the paving and improving the
streets of Elkton, after deducting the necessary expenses incurred
in drawing said lottery.
Scheme may be
proposed—bond to
be given.
    3.  AND BE IT ENACTED, That the said bond shall be lodged in
the clerk's office of Cecil county, to be there recorded, and upon
such bond, or office copy thereof, suit or suits may be instituted
for any breach of, or non-compliance with, the condition thereof.

An Act annulling the Marriage of Joseph Boyd, and Elizabeth Boyd
                        his Wife.

                                        CHAP. CIV.
An Act to lay out and make a public Road from Thomas Richardson's
    Mill, in Montgomery County, to intersect the main Road leading to
    the Town of Bladensburgh, in Prince-George's County.

Passed Jan. 20, 1808.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That
Josias Jones, James Ray and Benjamin Prather, or a majority of
them, be and they are hereby appointed commissioners, to survey,
lay out and open, at the expense of such persons as may think proper
to contribute thereto, a road, not exceeding thirty feet in width,
in the straightest and best direction the ground will admit of, from
the aforesaid Thomas Richardson's mill until it intersects the main
road leading to the town of Bladensburgh, in Prince-George's
county, and return the certificate of survey thereof to the clerk of
Prince-George's county court, to be by him recorded; and the said 
road when so opened, and the survey recorded as aforesaid, and
the valuation herein after directed shall have been paid, or secured
to be paid, shall for ever thereafter be deemed a public highway.

    2.  AND BE IT ENACTED, That the commissioners aforesaid, or
a majority of them, shall ascertain and value the damages that may
be sustained by each and every person through whose land the said
road may pass, by opening the same, and the valuation shall be
made, and the amount thereof paid to the parties respectively interested,
before the said commissioners, or a majority of them,
shall proceed to open the said road; Provided nevertheless, that the
Damages to be 
ascertained.
