to the said alms-house, whose duty it shall be to provide and
furnish provisions for the said alms-house, under the directions of
the said court, to whom he shall annually return a statement, or 
account, of his receipts and expenditures, to be examined and
passed at their discretion.

CHAP. 95.

    4.  AND BE IT ENACTED, That it shall be the duty of the said
purveyor to give bond and security, to be approved by the court
aforesaid, in such penalty as the said court shall direct, to
the said court, conditioned for the faithful performance of the trust
reposed in him, and upon failure to comply with the conditions of
said bond, it shall and may be lawful for the said court to order
and direct the said bond to be put in suit, and any sum or sums
of money to be recovered in such suit or suits shall be applied to
the use and benefit of the said alms-house.

    5.  AND BE IT ENACTED, That it shall and may be lawful for the
said court to allow a salary to the said purveyor, not exceeding
four per cent. upon the amount of the money expended by the said
purveyor, under the direction of the said court as aforesaid, which 
said salary shall be paid out of the monies levied and collected for
the use and support of the said institution.

    WHEREAS by the constitution of this state (a) it is provided,
that every free white male citizen of this state, and no other, having
resided twelve months in the county next preceding the election
at which he offers to vote, and every free white male citizen
of this state above twenty-one years of age, and having obtained a
residence of twelve months next preceding the election in the city
of Baltimore or the city of Annapolis, and at which he offers to
vote, shall have a right of suffrage, and shall vote, by ballot, in
the election of such county or city, or either of them, for electors
of the president and vice-president of the United States, for representatives
of this state in the congress of the United States, for
delegates to the general assembly of this state, electors of the senate,
and sheriffs:  And whereas by the constitution of the United
States (b) it is provided, that the house of representatives shall be
composed of members chosen every second year by the people of
the several states, and the electors in each state shall shall have the
qualification requisite for electors of the most numerous branch of
the state legislature:  And whereas it is further provided by the
constitution of the United States (c), that the executive power shall
be vested in a president of the United States, that he shall hold
his office during the term of four years, and, together with the
