    4.  AND BE IT ENACTED, That books for the said subscriptions
shall be opened by the commissioners aforesaid, between the hours
of ten and eleven o'clock in the forenoon, on a day which may be
hereafter appointed by the commissioners herein after named, and
by them notified in the public papers for six weeks previous thereto,
