said land, made and executed the eleventh day of October one
thousand seven hundred and seventy-three, by John F. A. Priggs,
the then deputy surveyor of Prince-George's county; and that the
register of the land office be authorised to record the said duplicate
certificate of resurvey, and patent issuing thereon, which
shall be taken and deemed in law as having effect and operation
to grant said land from the 24th day of February 1774. |

RESOLVED unanimously, That the thanks of
this legislature be
given to the officers and privates of the militia of this state, who,
on the late call of the president, rallied round the standard of the
laws, and in the prompt and severe services which they encountered,
bore the most illustrious testimony to the value of the constitution,
and the blessings of internal peace and order; and that the
governor be requested to communicate the above vote of thanks,
in such manner as he may judge most acceptable, to the patriotic
citizens who are its objects. |

No. 9.
RESOLVED, That Thomas Walley, the adopted child
of this state,
if the governor for the time being shall think it proper, be permitted
to withdraw from the college, and that he be allowed the sum
of one hundred pounds current money per year, until he shall arrive
at the age of twenty-one years, to be paid by the treasurer of
the western shore to the order and by the direction of the governor
for the time being. |

WHEREAS by the third section of the declaration
of rights, it is
declared among other things, that the inhabitants of Maryland are
entitled to the benefit of such of the English statutes as existed at
the time of their first emigration, and which by experience have
been found applicable to their local and other circumstances, and
of such others as have been since made in England or Great Britain,
and have been introduced, used and practised, by the courts
of law or equity: And whereas it is not generally known by the
people of this state which of the English statutes, existing at the
time of the first emigration of their ancestors, have by experience
been found applicable to their local and other circumstances, nor
is it generally known to the citizens of this state what statutes
made since such emigration have been introduced, used and practised,
by the courts of law or equity in this state: And whereas in
a free government all legislative acts which respect the lives, liberties
and estates, of the people, ought to be published, and a
knowledge of them diffused generally through the state; RESOLVED,
That the chancellor, the judges of the general court, and the attorney
general, be and they are hereby appointed and requested,
to take into their consideration the subject above recited, and make
report to the general assembly of such of the English statutes as
existed at the time of the first emigration of the people of Maryland,
and which, before the fourth day of July 1776, by experience
had been found applicable to their local and other circumstances,
and of such orders as had since such emigration been made in
England or Great Britain, and had been introduced, used or practised,
by the courts of law or equity in this state, that order may
be taken therein. |
