CHARLES RIDGELY, OF HAMPTON, ESQ. GOVERNOR.

said school, by the name and title of The Trustees and Stockholders
of the Lancaster and Grammar School of Liberty Town, in
Frederick County, by which name and title the said trustees, and
their successors, or a majority of them, shall be competent and
capable in law and equity, to hold to themselves and their successors,
for the use of the said stockholders and school, any lands or
tenements, by gift, grant, bargain, sale, conveyance or bequest, of
any person or persons whatsoever, not exceeding three acres, and
to sue and be sued, plead and be impleaded, in any court or courts
of justice, before any judge, justice or justices within this state, or
elsewhere, in all and all manner of suits, complaints, pleas, causes,
matters and demands, of whatsoever kind, nature, or form they be,
and all and every other matter or thing to do therein, in as full and
effectual a manner as any person or persons, bodies politic or corporate,
within this state, in like cases may or can do or perform.

CHAP. 184.

    3.  AND BE IT ENACTED, That the said trustees, and their successors,
or a majority of them, shall meet at least four times in every
year, in stated quarterly meetings, to be appointed by their own
ordinances, or by their own adjournments they may direct, and
when so assembled they shall have power from time to time to appoint
a president, secretary and treasurer, to make contracts with
teachers relative to the scholars to be placed under their care, and
for the payment of their salaries; to examine the progress of the
scholars in their learning, and to hear and determine upon all complaints
and upon all matters touching the discipline and government
of the said school, and to manage the estate and concerns of the
school in such manner as they shall deem best for the encouragement
of instruction, provided that the trustees or the teachers shall
not interfere in any matter concerning the religion or the consciences
of the scholars.

    4.  AND BE IT ENACTED, That the said trustees, and their successors,
or a majority of them, may receive, hold and employ, gifts,
grants and legacies, for the use of the said school, to an amount
not exceeding two thousand dollars, and that any person who shall
make donations to the said school to the amount of twenty dollars,
or upwards, shall be entitled to vote for and become a trustee, in
the same manner and under the same regulations as a stockholder.

    5.  AND BE IT ENACTED, That the said trustees, and their successors,
or a majority of them, shall cause regular entries to be
made in their books of all money, notes, bonds, and other property,
in value, paid into the hands of their treasurer for the use of the
said school, and copies of all certificates and transfers of stock,
which transfers shall be made in the presence of the trustees, or
their president, and that all claims and disputes respecting interest
on the right of voting, shall be settled by a reference and appeal to
the said books.

    6.  AND BE IT ENACTED, That the trustees, and their successors,
or a majority of them, shall cause buildings to be erected, and improvements
and conveniencies to be made, for the said school, and
if at any time they shall not have received the sum of two thousand
dollars aforesaid, and shall be in want of funds, they shall notify 
the inhabitants of Liberty-town and its vicinity thereof, and
keep open a subscription book for three or more days, but if the
money required cannot be so raised, the trustees may obtain it by
