pounds worth of property within Baltimore county, and in the same
proportion for every greater or less sum, and the said tax shall be
paid and collected annually with the county tax, and in the same
manner, and the collector shall pay the amount of the said tax by
him collected to such person or persons as the said court shall appoint
to receive the same, who shall from time to time pay the same
to their order, and the said tax shall continue until the said roads
shall be made and completed in the manner directed by this act; and
the said levy court may, on the credit of the said tax, borrow on 
interest, not exceeding six per cent. any sum of money they may
think proper and necessary, not exceeding the sum of sixteen hundred
dollars in any one year, to make and complete the said roads;
and the said levy court shall, in every year, publish in the Baltimore
news-papers an account of the said money by them received
and expended in virtue of this act.

CHAP. 77.

    18.  AND BE IT ENACTED, That any toll to be collected on any
of the roads aforesaid shall belong to Baltimore county, and shall
be collected and applied to the use of said county for ever, the said
county maintaining and repairing the said roads in the order and
condition directed and required by this act.

    19.  AND BE IT ENACTED, That any wagon, cart or other carriage,
loaden or unloaden, having the felloes of the wheels thereof
of six inches from side to side at the least, (the tread or bottom of
such felloes to be as flat and even from side to side as may be,) may
pass any turnpike gate on paying only one half the tolls hereby imposed
for five years from the passing of this act.

    20.  AND BE IT ENACTED, That if any person shall drive any
black cattle, sheep or hogs, or any riding carriage, wagon, cart or
other carriage of burthen, round any toll gate, with intention to
evade the payment of the toll, and if any person shall ride, lead or
drive, any horse or mule liable to toll, round any toll-gate, with
intention to evade the payment of the toll, such person, if free, shall
forfeit a sum not exceeding two dollars for every such offence, and
if a servant or slave, the master or mistress shall forfeit and pay a
sum not exceeding one dollar.

    21.  AND BE IT ENACTED, That all fines, penalties and forfeitures,
imposed by this act, shall be recovered in the manner directed by
the act of assembly passed at February session, one thousand seven
hundred and seventy-seven, but one half of the said fines, penalties
and forfeitures, on recovery thereof, shall be paid to the supervisor
aforesaid for the time being, by the order of the levy court, to be by
him applied in execution of this act.

    22.  AND BE IT ENACTED, That the levy court, or a majority of
them, shall have power and authority to call on any person or persons
who have or may hereafter be appointed collector or collectors
of the tax imposed on Baltimore county, to settle and pay the amount
of said tax, agreeably to the directions of this act, and in case of
refusal or neglect to settle and pay same within the time directed
by law for the payment of the county levies, the said levy court,
or a majority of them, shall proceed against the said collector or
collectors, and their securities, in the same manner as the justices
of the peace are directed by the act for the establishment and regulation
of the levy court in the several counties in this state to proceed
