Proviso.

                                LAWS OF MARYLAND.

or for whose benefit such inquisition shall be taken, by reason
of opening the aforesaid road through his, her or their land,
shall thereupon proceed to assess and value the damages accordingly,
of which the said commissioners, or a majority of them, shall
have had at least five days notice, and shall return the damages so
assessed to the said justice of the peace, and such inquisition and
valuation shall be final and conclusive; and the party or parties in
whose favour the valuation ascertained by the said commissioners, or
a majority of them, or the damages assessed by the said freeholders,
shall be made, shall be entitled to receive the same from the said
petitioners, or other persons interested in the said road, within the
space of six months after the assessment of such valuation or damages,
and before they shall proceed to affect the lands and tenements
of the person or persons concerned, and upon the payment of 
the money, or the securing the same to be paid as aforesaid, to the
person or persons through whose land the said road is intended to
pass, the said commissioners may open the said road through such
person or person's land; Provided, that the said road shall not
pass through any house, yard, garden, meadow or orchard, unless
with the consent of the owner or owners thereof.

An Additional Supplement to an act (a), entitled, An act for the appointment
    of Commissioners for the regulation and improvement of
    Cambridge, in Dorchester County, and to establish and regulate a
    Market in said Town.

Preamble.     WHEREAS the powers granted to the commissioners by the original
act to which this is a supplement, are deemed insufficient, in
consequence whereof the commissioners have not made such regulations
as are absolutely necessary for the benefit and improvement
of the town; therefore,
Powers of commissioners.     1.  BE IT ENACTED, by the General Assembly of Maryland, That 
the commissioners of said town shall have full power and authority
to make such by-laws, for the regulation and good government of
the said town, and the inhabitants thereof, and to restrain all disorders
and disturbances, and to prevent and remove all nuisances,
inconveniencies and annoyances, within the said town, and to do,
order and control, such other things within the said town, as to
them, or a majority of them, shall seem fit and proper to be done,
and not contrary to the constitution and laws of this state; and the
said by-laws shall be observed, kept and performed, by all the inhabitants
of the said town, and by all persons travelling therein,
under such reasonable penalties, fines and forfeitures, as shall be
imposed by the said laws, not exceeding eight dollars lawful money
for any one offence; the said penalties, fines and forfeitures, to be
levied and recovered as directed for the recovery of penalties and
forfeitures by the twenty-third section of the law to which this is a
supplement.
Levy a tax on
dogs.
    2.  AND BE IT ENACTED, That the commissioners are hereby
authorised and empowered to assess and levy a tax not exceeding
two dollars each, for every dog belonging to or kept by any of the
inhabitants of the town, to be recovered and collected as other taxes
under the original law to which this is a supplement; and the
