and 1816, ch. 12.

Preamble.     WHEREAS it is represented to this general assembly, by the petition
of sundry inhabitants of Baltimore county, that the gaol of
said county is unenclosed, and that great inconveniencies arise from
the facility thereby afforded to an intercourse between the prisoners
and the people at large, for the prevention of which the said petitioners
pray that a law may pass providing for the erection of a
wall around the said gaol; therefore,
Walls, &c. may be
built under direction
of levy court.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That
it shall be the duty of the levy court of Baltimore county, as soon
as may be practicable, to cause to be erected a substantial wall of
stone or brick, not less than twelve feet, in the discretion of said
levy court, above the surface of the ground, on the limits of the
prison lot of said county, so as to enclose all that part thereof, lying
east of the road leading from that part of the city of Baltimore
called Old-Town, towards Pennington's mill, on Jones's Falls, and
to finish the said wall with such and so many gateways and gates
as the said levy court shall think necessary; and to erect and
build, at or near the principal entrance or gateway of said prison
lot, a small convenient lodge or house, of brick or stone, and finish
the same, for the accommodation of a porter or guardian of said
prison lot; and also to cause to be divided into three or more wards
the said prison lot, and thereon erect division or partition walls of
stone or brick, of such dimensions, and with such gateways and
gates therein, as they shall think necessary to preserve the health,
safety and good government of the prisoners.
Expense to be levied
on county.

Proviso.
    2.  AND BE IT ENACTED, That the cost and expenses of erecting
and finishing the said walls and lodge, shall be assessed and
levied on the assessable property of said county, as soon as the
same are ascertained, and as other county charges are assessed in
said county; and that in order that the said levy court may proceed
to the duties enjoined on them by this act immediately, it shall and
may be lawful for the said levy court to borrow from any bank or
banks of the city of Baltimore, such sum or sums of money as
may be necessary to erect and finish the walls and lodge as aforesaid,
and the assessment above mentioned, in case of such loan, is
hereby pledged to such bank or banks, for the repayment of such
loan or loans; Provided always, that such loan shall not exceed
the sum of ten thousand dollars.
Porter to be appointed.     3.  AND BE IT ENACTED, That as soon as the said walls and
lodge are finished, the sheriff of Baltimore county shall take
charge thereof, and appoint a sober and discreet person to be porter
at the principal entrance, and guardian of said prison lot, who
shall be paid for his services by the said sheriff, and shall not be
entitled to any fee or perquisite from any other person.
No spirituous liquor
to be carried
within prison lot—
    4.  AND BE IT ENACTED, That no cider, beer, wine, brandy,
