            LEVIN WINDER, ESQUIRE, GOVERNOR.

    1.  BE IT ENACTED, by the General Assembly of Maryland, That
William Alexander, Esq. Doctor John Groome, Stephen Hollingsworth,
William Hollingsworth and James Sewell, or a majority of
them, be and they are hereby appointed commissioners, at such
time and after such notice as they, or a majority of them, shall
think proper, at the town of Elkton, to open books and receive
subscriptions for one hundred shares at ten dollars each share, as
the capital stock of the said company, to be paid one half at the
time of subscribing, the other half on the day of election of the
managers and directors hereinafter mentioned.

    2.  AND BE IT ENACTED, That so soon as the whole number of
shares shall be subscribed for, the said commissioners, or a majority
of them, shall give notice thereof, by setting up public advertisements
throughout the county of Cecil, and in the town of Elkton,
and appoint a day for the election of five managers and directors,
to be elected by ballot of the stockholders, each share entitled
to one vote.

    3.  AND BE IT ENACTED, That all persons who shall become
subscribers to the said stock, their successors and assigns, shall be,
and they are hereby made a corporation and body politic, by the
name and style of The Managers and Directors of the Elkton
Library Company, and by that name shall be and are hereby made
able and capable in law to sue and be sued, plead and be impleaded,
answer and be answered, defend and be defended, in any court of
record, or any other place whatever.

    4.  AND BE IT ENACTED, That the affairs of the said company
be governed by such rules and regulations as the said managers
and directors, and their successors, or a majority of them, shall
from time to time think proper to adopt.

    5.  AND BE IT ENACTED, That the said managers and directors
be chosen annually from among the stockholders, who may be re-elected
as often as the stockholders shall think proper, and to hold
their seats until superseded by the election of other managers and 
directors.

                                    CHAP. LXXXI.
An Act authorising a Lottery for raising a sum of money to build a
    Church in the Town of Cumberland, in Allegany County.

Passed Dec. 17.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That
David Lynn, William McMahon, Upton Bruce, George Hebb,
Patrick Murdock, Roger Perry and James Searight, or a majority
of them, be and they are hereby authorised to propose a scheme
of a lottery, and to sell and dispose of tickets therein, for raising
a sum of money not exceeding six thousand dollars, to be appropriated
to the building a church in the town of Cumberland, in Allegany
county.
Scheme may be
proposed.
    2.  AND BE IT ENACTED, That David Lynn, William
McMahon, Upton Bruce, George Hebb, Patrick Murdock,
Roger Perry and James Searight, proceed to make sale of any
tickets in the said lottery, they shall give and execute a bond
to the state of Maryland, in the penalty of twelve thousand
dollars, conditioned that they will well and truly conduct the drawing
of said lottery, and apply the money arising therefrom, within
Managers to give
