An Act for the relief of Samuel Cole, of the City of Baltimore.

BE IT ENACTED, by the General Assembly of Maryland,
That
the judges of Baltimore county court, be and they are hereby authorised
and empowered to extend to the said Samuel Cole, the full
benefit and relief of the act passed at November session
eighteen hundred and five*, entitled, An act for the relief of sundry
insolvent debtors, and the supplements thereto, without compelling
the said Samuel Cole to produce the assent of two thirds, in amount,
of his creditors, and to extend and afford to the said Samuel Cole,
all the benefits, advantages and provisions, of the aforesaid act and
the supplements thereto, in the same manner and upon the same
terms and conditions as if he had obtained the assent of thirds of
his creditors to his release under the same. |

An Act authorising appropriations for the Penitentiary of this State.

1. BE IT ENACTED, by the General Assembly
of Maryland, That
the inspectors (a) of the penitentiary of this state, or any seven
of
them, be and they are hereby authorised from time to time, to draw
orders on the treasurer of the western shore for the amount of any
stock of raw materials, provisions, clothing for the convicts therein
confined, working tools and implements, to be used for the purpose
of employing, feeding and clothing, the criminals confined in
the penitentiary of this state, not exceeding the sum of ten thousand
five hundred dollars for one year ensuing the first day January, in
the year eighteen hundred and twelve, and also for the amount of
any physician's account who may be called in to attend on the offenders
confined therein, which the keeper and inspectors thereof
shall report to the governor and council to be necessary and proper,
the accounts whereof shall be submitted and passed in the manner
prescribed by the act, entitled, An act respecting crimes and
punishments, passed at November session eighteen hundred and
nine*, which orders the said treasurer is hereby required to pay
out of any unappropriated money in the treasury.
(a) By 1817, ch. 72, they are
styled the Directors of the Penitentiary, and have
power to appoint and remove the keeper, and other officers and agents. |

2. AND BE IT ENACTED, That the keeper of the
said penitentiary
shall receive annually, as a salary for his services, such sum of
money (b), as with the five per centum on the sales of the articles
which shall be manufactured in the penitentiary, shall amount to
the sum of one thousand dollars, to be paid out of any unappropriated
money in the treasury by the treasurer of the western shore, in
quarter yearly payments; and to ascertain the amount of such quarter
yearly payments, it shall be the duty of the inspectors, or of a
quorum of the board, to forward to the treasurer of the western
shore, every quarter, a statement of the amount of the commission
(b) By 1817, ch. 72, his salary
to be fixed by the directors, and not to exceed
thirteen hundred dollars; no perquisites to be allowed to the keeper. |
