Mr. Bond, Chairman of a Select Committee, reported fa-
vorably, '
A bill, entitled an Act to repeal an Act passed at January
session, 1870, chapter 411, entitled an Act to add as addi-
tional section to Article LXIX., of the Code of Public Gene-
ral Laws, entitled "Officers," regulating and prescribing the
number and compensation of officers of the Senate and House
of Delegates, and repealing Acts inconsistent therewith.
Which was read a first time.
Mr. Robinette, Chairman of a Select Committee, reported
favorably,
A bill, entitled an Act to repeal sections 69 and 70, of
Article I of the Code of Public Local Laws, title "Allegany
County," sub-title "Fences," and to re-enact the same with
amendments.
Which was read a first time.

Mr. Chapman, from the Select Committee, appointed to
consider the Question of an increase of the salaries of the
Judges of the Court of Appeals, submitted the following
REPORT:
Your Committee to whom has been referred sundry memo-
rials, recommending an increase of the salaries of the Judges
of the Court of Appeals, have carefully considered the same,
and beg leave, respectfully, to report that they are satisfied
the present compensation of the Judges is very moderate and
scarcely sufficient in these times for their respectable support
and maintenance, with the most rigid economy.
Article XXXIII. of the Bill of Rights, declares: "That the
independency and uprightness of Judges are essential to the
impartial administration of Justice, and a great security to
the rights and liberties of the people, and to secure their per-
fect independence, further provide, that no judge shall hold.
any other office, civil or military, or political trust, or employ-
ment of any kind whatsoever, under the Constitution and.
laws of this State or of the United States, or any of them; or
receive fees or perquisites of any kind for the discharge of
official duty."
Article IV., section 6, of the Constitution, re iterated the
same view, that no fee, or perquisites, compensation or reward.
