Mr. Griswold presented a petition to repeal the compul-
sory clause* in the Pilot Laws.
Which was read and referred to the Select Committee on
that subject.

The petition of merchants, mechanics, traders and others,
citizens of Baltimore, for a law prohibiting the manufacture
of boots and shoes by convicts in the Penitentiary.
