1872.] OF THE HOUSE OF DELEGATES. 675 State, and waa not intended to allow the legal rate in one county to be different from every other county, and thus at- tract capital, by legislative favor, to one part of the State to the injury of all the other sections. I cannot resist the conclusion, that this provision, fixing the rate of interest at seven per cent. is in violation of the spirit, if not the letter of the Constitution. For these reasons,* I am compelled to return this bill without my approval, that such action may be taken, as required by the Constitution ia such cases. WM. PINKNEY WHITE, Governor. |
