Leave was granted to the Committee on Corporations to in- troduce a bill to repeal certain sections of, and amend the charter of, the Old Town Savings Institution of Baltimore. Mr. Stone submitted Joint Resolutions, requesting our Senators and Representatives in Congress to vote for refund- ing to the Planters of the Southern States the tax on cotton heretofore paid by them. Which were read, am On motion of Mr. Stone, Referred to the Committee on Federal Relations. Mr. Foster, Chairman of the Committee on Corporations, reported favorably, A bill, entitled an Act to enable the Mayor and City Coun- cil of Baltimore to subscribe to the amount of seven hundred and fifty thousand dollars to the capital stock of the Mary- land Central Railroad Company, in the State of Maryland, and a loan to pay such. subscription. Which was read a first time. Mr. Foster moved that the bill be read a second time, ac- cording to the provisions of the Constitution, Section 27, Article 3.
