of the Council, and may convene them whenever he
shall consider a meeting necessary.
121. The council shall appoint their Clerk, prescribe
their duties and pay him a salary nut exceeding sixty
dollars per annum, they shall also appoint a Treasurer
for the corporation, and allow him a fixed salary, and
as Treasurer lie shall execute Ins bond to the Mayor
; and Council, with security to be approved by the
Mayor and Council, in the penalty of ten thousand
dollars, conditioned for the faithful performance of
Ills duties as Treasurer.
122. A complete journal of the proceedings of said
Council shall be kept by the Clerk, and a record of
all the ordinances passed, which shall at all times be
open to the inspection of any citizen of said town.
123. The Mayor and Council may direct and pro-
vide for leveling and paving the streets, alleys and
footways in said town, or any of them, when they
deem it necessary, and may cause bridges or culverts
to be made over the "waters or hollows, and may con-
tract with the citizens of the town for paving the
streets and alleys in such manner as they by ordi-
nance may direct.
124. They may compel owners or occupants of im-
proved or unimproved lots in said town, or any of
them, to pave the pathways in front of such lots, or
in case of neglect or refusal of such owner or occupier
to do the same, may have the same paved at his ex-
pense.
125. They may pass ordinances for prohibiting or
abating nuisances, or removing obstructions from
any part of said town, and preserve the cleanliness of
said town, and for the regulation of fire cumpanies.
126. They may determine all disputes respecting
the limits and boundaries of lots in the town, be-
tween the corporation and the owner of said lots, or
any of them, and their decision shall be final against
all persons having notice or knowledge of the same,
unless controverted in the proper court of law or
equity, within twelve months after notice or know-
ledge of such determination.
