commissioners, and recorded among the office papers
of the said President and Commissioners, and a cer-
tified copy thereof shall be evidence of the lines of
said lots.
164. All taxes, fines, forfeitures and penalties, im-
posed by the said President and Commissioners, by
virtue of any law or ordinance, shall be applied for
the use of said town as may, from time to time, be
directed by said President and Commissioners; and
all such fines, penalties and forfeitures maybe recov-
ered before a Justice of the Peace by warrant, Judg-
ment and commitment to the town hall for said town,
in the same manner that commitments are made for
fines imposed by the Circuit Courts of tills State;
provided, that no commitment under this section shall
be for a longer period than two days, nor until after
hearing and judgment; but the said President and
Commissioners shall have power at any time to remit
or release the said fines, penalties, forfeitures and
costs, or any part thereof, at their discretion; hut
any party who shall be fined or subjected to any
penalty or forfeiture, may, within five days after the
same shall be imposed, and judgment recovered,
supersede or stay the same for thirty days, by giving
security satisfactory to the said Justice of the Peace;
and the said fines, penalties and forfeitures shall
thereafter he collected, as small debts are now col-
lectable, before a Justice of the Peace.
SUB-SEC. 1. And be it enacted, That an election shall
be held in the Town of Port Deposit on the second
Monday of May next, in the same manner as elec-
tions for commissioners of said town are held, be-
tween the hours of twelve o'clock noon and six
o'clock P. M., at such place as may he designated by
the said President and Commissioners; and the said
President and Commissioners shall give at least two
weeks' notice by advertisement, inserted in some
newspaper published in Cecil county, and by hand-
bills, of the time and place of holding such election.;
At said election all persons in said town who have
the qualifications necessary to vote for commissioners
of said town, may vote by ballot either for the new
act of incorporation, or against the new act of incor-
