SEC. 13. And be it enacted, That the bailiff, when-
ever required, shall attend the meeting of the com-
missioners and perform such service as shall be re-
quired of him, he shall prevent and disperse tumul-
tuous and irregular meetings of dissolute and disor-
derly persons.
SEC. 14. And be it enacted. That, the commission-
ers may make such 'by-laws and pass such ordinances,
not contrary to law, for the regulation and good
government of said town and the inhabitants thereof,
and to restrain all disorders and disturbances, and
prevent and remove all nuisances, inconveniences,
and annoyances within said town, to prevent the
running of horses, firing of guns, pistols, and fire-
crackers in the streets of said town; the burning of
chimneys in dry weather, the continuance of unsafe
chimneys, stove or stove-pipes, to provide against
fire; to make, repair, and regulate footways; to make
and keep open drains or sewers; to lay out and
make new streets and alleys; to regulate market
days; to build a jail or guard house for the confine-
ment of persons charged with or convicted of viola-
tions of the law or ordinances; and may ascertain the
depth and course of the channel of the harbor and
river Annamessix, and if necessary fix buoys or water
marks for facilitating and rendering more safe the
navigation thereof; may cause the harbor or such por-
tions thereof as they may deem necessary, to be
cleansed and cleared of all obstructions and annoy-
ances in and upon the same, whether from vessels
sunk, or from any other cause to be removed; may-
pass such ordinances as they may deem proper re-
specting the keeping of wharves in repair, so as to
prevent their injuring the harbor, and for preventing
vessels from casting filth or ballast into the same, and
to prevent filth, earth, shells, or soil from being
thrown from the wharves, or land or houses, into the
said harbor so as to fill up the same or obstruct the
navigation thereof, and may impose fines for the
breach of any ordinances passed under this section,
not exceeding one hundred dollars.
SEC. 15. And be it enacted, That the commissioners
of said town may confer on their bailiff or bailiffs, or
