LAWS OF MARYLAND.
porate purposes, not exceeding twenty cents on every
one hundred dollars of the assessed value of all
houses and lots fronting on streets and alleys, and all
vacant lots and premises and farming lands not con-
tiguous to streets and alleys, shall be taxed on not
more than one acre thereof, and the value of improve-
ments thereon shall (if any) not exceed five cents on
every hundred dollars of the assessed value thereof.
12. The said Council, or a majority of them, shall
have power annually to appoint a Bailiff" or Bailiffs,
whose duty it shall be to preserve the peace and good
order of said town, and for this purpose, he or they
are hereby invested with the same power and au-
thority as any Constable under the laws of this State;
and the said Bailiff' or Bailiffs shall give bond, with
sufficient security, to the said Council, for the true
and faithful performance of his or their duty as
such, which bond shall be liable as Constables' bonds
are liable to the laws of tins State.
17. It shall be lawful for the Mayor to hoar and
determine all cases brought before him for the
violation of any ordinance of the corporation, and
impose such penalty by fine or confinement in the
lockup or in the county jail as the nature of the offence
may require; in the absence of the Mayor, it shall be
the duty of any Justice of the Peace, living within
the corporation, to hear and determine all cases of
the corporation as though he was Mayor.
18. The Mayor, or Justice of the Peace, (as the
case may he), may, in default of payment of any fine
or penalty imposed by him, for a violation of any
ordinance of said corporation, commit the party
fined to the county jail, for a period not exceeding
ten days, and the Sheriff" of Carroll county shall
receive and confine the party so committed in the
same manner as other prisoners, and shall be entitled
to the same compensation therefor.
SEC. 2. And be it enacted, That this Act shall take
effect from the date of its passage.
