CHAPTER 96.
AN ACT to repeal sections six, seven, twelve, seventeen and eighteen, chapter one hundred and
thirty-tive, Act of eighteen hundred and seventy,
entitled " An Act to incorporate the town of Man-
chester in Carroll county," and re-enact the same,
so as to read as follows:
SECTION 1. Be it enacted by the General Assembly of
Maryland, That sections six, seven, twelve, seventeen
and eighteen, chapter one hundred and thirty-five,
of the Acts of eighteen hundred and seventy, be and
the same are hereby repealed and re-enacted so as
to read as follows:
6. All officers of said corporation, except the
Mayor, shall, before they enter upon the duties of
their respective offices, make oath before the Mayor
or a Justice of the Peace for Carroll county, that they
will act faithfully, without partiality or prejudice, in
all things appertaining to their respective offices;
the Mayor shall qualify by section six of article
sixty-eight of the Code of Public General Laws, and
a failure to qualify within two weeks after their
election, shall be deemed a refusal, on the part of
the party failing, to accept the office to which he has
been elected, in which case it shall be the duty of
any Justice of the Peace residing within said cor-
poration, at the request of five taxable citizens
therein, to appoint the Judges, who shall give legal
notice of the time and place for holding another
election for Mayor and Common Council, and so,
from time to time, whenever such vacancy may
occur.
7. All property within said limits, except occupied
as churches and schools, and the property owned by
Daniel and Jacob Lodge, Improved Order of I.O.O.F.,
shall be subject to such taxes and charges as may be
deemed necessary by said Mayor and Common Coun-
cil, or a majority of them, to support and maintain
the expenses which may at any time be incurred in
the improvements of said town, and for other cor-
