234 JOURNAL OF PROCEEDINGS [Feb. 1, The bill, entitled an Act to repeal section 16, of Article .XL., one of the Code of Public General Laws, title " Fish and Fisheries," sub-title "Potomac," Was read a second time and ordered to be engrossed for a Third reading. The hour of 1 o'clock, P. M., having arrived, the House proceeded to the consideration of the order of the day, being The bill, entitled an Act to repeal section 2, of Article LXIV. of the Code of Public General Laws, relating to mortgages, and to re-enact the same with amendments. Said bill being upon a second reading, The question recurring upon the adoption of the amend- ment submitted by Mr, Stewart, on yesterday, as a substi- tute for the whole bill, Pending the consideration of which, Mr. dark, of Baltimore City, demanded the previous question, Which was sustained. The question then being, "Shall the previous question be now put?" It was decided in the affirmative. The question then recurring upon the adoption of the amendment submitted by Mr. Stewart, It was rejected. The second reading of the bill was then proceeded with, Pending which, Mr. Stewart submitted the following amendment: "And the mechanics, or persons furnishing work on any property coming within the provisions of this section, shall 'have a preferred lien against said property, for the value of the work done by them." Which was read. The question then recurring upon the adoption of the amendment. Mr. Kirk moved the previous question, Which was sustained. The question then being, -"Shall the previous question be now put? " |
