Also, from a Select Committee, reported favorably on
The House bill entitled an Act to protect the owners of
land bordering on the waters of Queen Anne's and Kent
counties.
Said bill was then read the second time.
Also, from the same Committee, reported favorably on
The House bill entitled an Act to give the tongsmen in
Queen Anne's and Kent counties, the right to take or catch
oysters in the waters of either county, on a license to be taken
out in the county in which the tongsmen respectively reside.
Said bill was then read the second time.
Mr. Williams, from the Committee on Judicial Proceedings,,
reported favorably
The bill entitled an Act to add a new section to Article
XCIII. of the Code of Public General Laws, title "Testa-
mentary Law," sub-title "Orphans' Court," to come in after
section 242.
Said bill was then read the second time.
Mr. Williams submitted the following memorial of the
Faculty of the University of Maryland :
To the Honorable, the Senate and House of Delegates
of the General Assembly of Maryland :
We, the undersigned, the Faculty of Physic of the Uni-
versity of Maryland, would respectfully present to your Hon-
orably Bodies the following memorial:
WHEREAS, the School of Medicine in the University of Ma-
ryland, having been in active operation for sixty-five years,
is one of the oldest institutions of professional learning in
the country, and has been the means of promoting sound
medical education throughout every portion of the State, as
well as beyond its borders ;
And whereas, its usefulness might be very much promoted
by an increase of its facilities for imparting instruction, which
facilities cannot be adequately provided except by a larger
expenditure than the occupants of the respective Chairs can
afford to make;
And whereas, the Legislatures of other States, and notably
of Virginia, have deemed it wise, liberal and politic to make,
from time to time, such appropriations to institutions of
learning, within their borders, as will enable them to enlarge
their spheres of usefulness ;
And whereas, the School of Medicine in the University of
