WHEREAS, It is uncertain whether adequate prevision will
be made by the present Congress, for the effective prosecu-
cution of the work by the General Government; and
WHEREAS, A delay in providing access to our port for
ships of the largest class retards the fruition of the great
advantages which our valuable railroad connections were de-
signed to secure, and are ready to accomplish for us ; and
WHEREAS, For these reasons, it may become expedient for
the City of Baltimore, before the meeting of another Legis-
lature, in pursuance of a wise and judicious policy in foster-
ing public works, which has already placed her in the front
rank of commercial cities, to adopt means for the early at-
tainment of this important object; therefore,
.Resolved, That the Senators and Delegates of the City of
Baltimore, in the Maryland Legislature, be requested to ob-
tain the passage of an Act, authorizing the Mayor and City
Council of Baltimore to provide by ordinance for the execu-
tion of the work of widening and deepening the ship chan-
nel of the Patapsco River, from the mouth of said river to
the City of Baltimore, and to issue its bonds for that pur-
pose, to an amount not exceeding five hundred thousand
((500,000) dollars,
Which was read and referred to the Senators from Balti-
more City.
Also, the following communication from the Baltimore-
Corn and Flour Exchange :
THE BALTIMORE CORN AND FLOUR EXCHANGE,
Baltimore, March 11, 1872,
Holt. Henry Snyder, Senator, &c.,
DEAR SIR—Please oblige us by presenting the enclosed
communication to the proper committee, in order that they
may present, if they approve of it, a bill in proper form,
embodying the provisions desired to be acted upon by the
present Legislature.

To the Members of the Senate and
House of Delegates of the State of Maryland :
The members of the Baltimore Corn and Flour Exchange,.
through their Board of Directors, beg to present to your
consideration the subjoined resolution, prefaced by a few re-
marks, which they hope may be pertinent to the occasion.
There is evidently now a tide in the business and com-
merce of this city which, if taken at its flood, must make
