Was opened with prayer by the Chaplain.

The Speaker laid before the House the twenty-first annual
report of the House of Refuge.

Which was read, and referred to the Committee on Ways
and Means.
Mr. Riley presented the petition of Aquila E. Mitchell and
eighty-two other citizens of Harford county, in the neighbor-
hood of Bush Run Neck, Michaelsville and Perymansville,
asking for a modification of the Ducking law.
Which was read, and referred to the Committee on the
Cheaapeake-Bay and ifs Tributaries.
Mr. Litzinger presented the petition of Lemuel Garrett,
soldier of the war of 1812, asking for pension.
Which was read and referred to the Committee on Pen-
nons.
Mr. Shipley presented the petition of Franklin Wilson,
James A. Gary, J. S. Ridgley and fifteen other property-
lolders of Baltimore county, representing $5,000,000 of
property in Baltimore county, against any change in the
present Mortgage law.
Which was read and referred t.> the Committee on the
Judiciary.
