The Senate bill, entitled an Act to supply Codes and sup-
plements, to certain civil officers in Quean Anne's and Kent
counties.
Endorsed, "Reported unfavorably from the Committee on
Ways and Means, and the report adopted."
Also, returned,
The Senate bill, entitled an Act to prohibit the sale of
spirituous liquor at or near Emory Grove Camp-Meeting
Association grounds, near Reistertown, in Baltimore county.
Endorsed, "Reported unfavorably from the Committee on
Ways and Means, and the report adopted."
Also, returned,
The Senate bill, entitled an Act to direct the Comptroller
to pay to the Hagerstown Academy, the annual appropria-
tion granted by resolution No, 46, of December Session, 1811.
Endorsed, "Reported unfavorably from the Committee on
Ways and Means, and the report adopted."
Also, returned,
The Senate bill, entitled an Act to protect birds and rab-
bits, in Frederick county.
Endorsed, "Reported unfavorably from a Select Committee
and the report adopted."
Senate bill, entitled an Act to repeal sections 27, 28, 29,
30, 31, 32, 33, 34, 35 and 36, of Article LVI, of the Code
of Public General Laws, title "Licenses,' sub-title "Foreign
Corporations and Companies," and to re-enact the same with
amendments.
Being on its second reading,
Mr. Earle submitted the following amendments :
AMENDMENTS PROPOSED.
Page 5, line 85, add after the word reserve, "Provided
That the foregoing requirement of re-insurance reserve, when
applied to companies organized under the laws of foreign
governments, shall be calculated only upon the business of
such company in the United States, and the basis of the
reserve fund so required, shall be the assets of such company
held and invested in the United States."
.' Page 7, line 132, strike out all after the word "dollar,"
to the word seventh in line 102, and insert the following :
"And whenever he shall have reason to believe that any com-
pany is insolvent or fraudulently conducted, or that its assets-
are not sufficient for carrying on the business of the same, or
