358 JOURNAL OF PROCEEDINGS [Mar. 6, The House bill, entitled a supplement to an Act author- izing the Mayor and City Council of Baltimore City to lend the Western Maryland Railroad Company to the amount of $1,000,000. Which was read and referred to the Senators from Balti- more City. Also, returned The Senate bill, entitled an Act to authorize the County Commissioners of Allegany county, to build a new jail and repair the court house in said county, Endorsed, "Considered, and passed by yeas and nays with the following amendments: AMENDMENTS PROPOSED. Section 1, line 11, after the word "of," strike out "seven" and insert "six." Section 1, line 15, after the word "bonds," strike out all in said line and to the word "to," in line 16. Section 4, line 6, after the word "proper," strike out to the word "and," in line 7. On motion by Mr. Spates, Said amendments were concurred in. Said bill, as amended, was then passed by yeas and nays, as follows: AFFIRMATIVE. Messrs. President, Miller, Blake, Stephenson, Compton, Spates, Carroll, Sellman, Claggett, Spencer, Davis, Steiner, Downs, Tuck, Earle, Wilson, Fields, Williams—19. Longwell, NEGATIVE—None. On motion by Mr. Davis, Leave was granted to the Committee on Judicial Proceed- ings, to introduce a bill entitled an Act to repeal sections 1, 2, 10, 11, 12, 13. 14, 19, 20, 21, 23, 29, 30 and 38, of Arti- cle LXI, of the Code of Public General Laws, title "Mechan- ics' Lien," and to re-enact the same with amendments.
