Two sections of the new building ordered to be erected by
the appropriation made at the January Session, 1870, chapter
422, are under roof, and we are informed, will be completed.
within the appropriation, except the expense for heating
apparatus. The Board of Visitors, however, represent the
necessity of speedily erecting the third section, which will
complete the original plan of the building;, and will make the
operations of the Institution more efficient and insure the best
sanitary conditions for its inmates. The estimate is made
that. this can be done with an appropriation of one hundred
thousand dollars, which amount, it is said, will fully meet
the objects contemplated. The Committee recommend this
appropriation, and present a bill with that end in view. They
also recommend the appropriation of twenty-five thousand
dollars to meet the expenses of the Institution for 1872, and
twenty-five thousand dollars to meet those for 1873.

The Clerk of the House of Delegates appeared and delivered
the following message :
BY THE HOUSE OF DELEGATES,
February 26, 1872.
Gentlemen of the Senate:
We propose, with the concurrence of your Honorable Body,
the appointment of a Joint Special Committee, consisting of
three members on the part of the House and two on the part
of he Senate, to whom .shall be referred the "Report of the
Commissioners on the Boundary Line between the States of
Virginia and Maryland," and all other matters relating
thereto, with power to send for persons and papers, and to
report by bill or otherwise.
We have appointed on the part of the House, Messrs.
Streett, dark, of Baltimore City, and Chapman.
