The petition of Mrs. S. H. Andersen, O. E. Jewell, and
thirty-six other citizens of Caroline county, asking the pas-
sage of a law prohibiting stock from running at large,
Reported unfavorably thereon, and
The report was adopted.
On motion by Mr. Denson,
Leave was granted to Messrs. Denson, Steiner and Dennis,
to report a bill, entitled an Act to repeal sections 5 and 6,
chapter 110, Law of 1867, incorporating the Baltimore Gen-
eral Dispensary, and to re-enact the same as amended.
On motion by Mr. Davis,
Leave was granted to Messrs. Davis, Tuck and Steiner, to
report a bill, entitled an Act to repeal section 193, Article
III., Public Local Laws, title "Baltimore County," sub-title
"Sheriff" and to re-enact the same with amendments.
The order of the day being the bill, entitled an Act to re-
peal the twenty- fourth section of the Act of January Session,
1868, chapter 476, entitled an Act to provide for the creation
and regulation of incorporate companies in the State of Mary-
land, and to re-enact the same with amendments; giving ad-
ditional powers to said Companies,
Being upon its second reading,
Mr. Henry offered the following amendment:
Add at the end of section 1 the following: "but nothing con-
tained in the charter of any Company or Corporation hereto-
fore or hereafter incorporated under the laws of this State,
shall, by virtue of anything contained in this Act, or of any
purchase, lease, subscription or arrangement made under the
provisions thereof, be construed to exempt from taxation, or
liability thereto, the property of any other Company or Cor-
poration heretofore or hereafter incorporated under the laws
of this State, or the bonds or stock, or additional stock at
any time representing the value thereof; "or shall anything
contained in this Act be construed to affect or impair the
right of creditors, or any lien upon the property of any Com-
pany or Corporation heretofore or hereafter incorporated
under the laws of this State."
Which was adopted.
Mr. Spates offered the following amendment:
Section 2, line 2, after the word passage, add, "and the
Legislature of this State reserves to itself the right to alter
amend or repeal this Act at pleasure."
