REPORT.
To the Senate :
The report of the undersigned, a majority of the Commit-
tee appointed by your Honorable Body, by a joint resolution
heretofore passed, directing a Special Committte to examine
and cancel certain coupons in said resolutions mentioned,
respectfully report:
That upon examination of the office of the Treasurer they
found there a very large number of coupons, other than
those mentioned in the paid resolution, unrecorded and not
cancelled or burned. That, in fact, that no paid coupons ap-
pear to have been recorded or burned since the year 1858.
That upon examination of the law relative to coupons that
have been paid, Section 24, Article XCIV.,of the Code of
Public General Laws, the Legislature seems to have intended
that the Treasurer and Comptroller should examine, record.
and burn all such coupons , but it also appears to your Com-
mittee, that the section referred to, is defective in not specifying which of said officers should record such coupons, and
appears to have been executed for a number of years,
probably owing to ifs uncertainty, or the want of sufficient
clerical force in the office of the Treasurer.
That, as the Legislature manifestly intended, by the afore-
said law, to have all coupons recorded before cancellation, in
the order in which they were paid, they deemed it advisable
not to burn any coupons, but we recommend the repeal and
re-enactment of Section 24, of Article XCIV., of Code of
Public General Laws, and herewith beg leave to report a
till for that purpose
We also recommend the employment of an additional clerk
in the office of the Treasurer, as it will be impossible to exe-
cute the law as to the recording, &c., of these coupons by
the present clerical force, which consists of a single clerk,
and we herewith beg to report a bill for that purpose.

A bill, entitled an Act to repeal and re-enact with amend-
ments Section 24 of Article XCLV., of the Code of Public
General Laws.
Be it enacted by the General Assembly of Maryland., That
the 24th section of Article XCIV., title " Treasurer," of the
Code of Public General Laws, be and the same is hereby
repealed and re-enacted so as to read as follows :
