On motion by Mr. Stephenson, it was
Ordered, That the President appoint a committee of three
to revise the Rules of the Senate.
The Chair appointed as said committee, Messrs. Stephen-
son, Miller and Tuck.
On motion by Mr. Tuck, it was
Ordered, That the Adjutant General furnish to the Senate
a statement of all sums paid on account of that Department,
during the years lo70 and 1871; and the names of the per-
sons to whom paid, and the Acts of Assembly by virtue of
which such payments were made.
The Clerk of the House of Delegates delivered the follow-
ing message:
BY THE HOUSE OF DELEGATES,
January 4th, 1872.
Gentlemen of the Senate :
We respectfully propose with the concurrence of your Hon-
orable Body that the Committee on Printing of each House,
hereafter to be appointed, be made a Joint Committee on
Printing of both Houses, with power to contract for the print-
ing of the Journal of Proceedings of the Senate and House of
Delegates, all Bills, Reports, Documents, and other matters
'to be printed by either House; also the Laws and Joint Reso-
lutions passed at the present Session of the General Assem-
bly. That said Committee invite proposals by public adver-
tisements for a reasonable, time for said printing, before con-
tracting or agreeing for the same. That said contracts or
agreement be given to the lowest responsible bidder.
That said Committee may, if more economical and advanta-
geous to the public interests contract or agree for the print-
ing of the Laws separately from the other printing, and may
contract with different persons for the different kinds of
printing.
That said Committee report the names and bids of all par-
ties proposing for the whole, or any part of said printing.
No contract or agreement for the whole, or any part of said
printing to take effect, and no printing to be done, under or
by authority of the same, until both Houses shall have ap-
proved of such contracts or agreement.
