So three-fifths of the members elected to the House not
having voted, in the affirmative,
The veto of the Governor was sustained. <
Mr. Cooper, Chairman of a Select Committee, submitted
the following report:
The report of the Committee to whom was referred the pe-
tition of Kirkland, Chase & Co., A. Schumacher & Go., and
other merchants of the City of Baltimore, against any change
in the present pilot laws, and the petition of Pendergrast
Bros. & Go., and others in favor of a change, would respect-
fully represent that they have examined into the matter, and
are of the opinion that the men connected with the associa-
tion of Maryland pilots have been thoroughly educated to the
business, and are fully acquainted with all the points in the
Chesapeake Bay and its tributaries, and. when a vessel is
placed in their hands we are perfectly assured that she will
reach her destined port in safety, and we believe that this as-
sociation should be protected and encouraged as invaluable
to the commercial interests of the State, and that we deem it
inexpedient to make any change in the present pilot laws of
the State.
The Committee would request that they be discharged the
further consideration of the subject.

Which, was read.
Mr. Duvall submitted the following order:
Ordered, that the four Committee Clerks elected by the
House of Delegates, S. W. Storm, S. Glanville, E. J. Gard-
ner, and D. J. Holloway, be allowed one hundred dollars
each, extra compensation for their services during the pres-
ent session.
Which, was rejected.
The Senate bill entitled an Act to pay C. C. Magruder,
Jr. a sum of money due him for services rendered the State,
