Hamilton, O. B., Jamart, Foster, Staylor, Stewart, Trav-

Markland, Griswold, Young, of Wash., Whitson, dark,

The Speaker decided that under the 21st Rule, the House
having indefinitely postponed the consideration of the amend-
ment as submitted by Mr. Penington, the bill was carried
with it, and could not again be taken up for consideration
during the Session.
Mr. Foster appealed from the decision of the Chair,
Pending which,
Mr. Foster moved to lay that motion on the table.
The question recurring upon sustaining the motion,
Mr. Chapman demanded the yeas and nays.
