A bill entitled an Act to repeal sub-sections 2 and 5, of
section 4 of chapter 258, of the Acts of 1867t, entitled an Act
to amend Article 21, of the Code of Public Local Laws, enti-
tled ''Washington County," by amending and re-enacting
certain sections and adding thereto further sections.

Which was read a first time.
Also,

A bill entitled an Act to repeal sections 112 and 113, of
Article 21,of the Code of Public Local Laws, entitled "Wash-
ington County," sub-title "Hagerstown," and to re-enact
the same with amendments.

Which was read a first time.

Mr. Blake, Chairman of a Select Committee, submitted the
following

REPORT.

To the Honorable,

The House of Delegates of Maryland :

The undersigned, Chairman of the Special' Committee, ap-
pointed by your Honorable Body to take into consideration
the propriety of extending the limits of the City of Baltimore,
beg leave to report, that a majority of the Committee have
instructed their Chairman to report unfavorably on the said
application, and as directed by said majority, the Chairman
presents their instructions to this House for their considera-
tion, yet believing that it is the interest of the State not to
confine the progress and growth of the City of Baltimore
within the present limits.

The minority of said Committee, with the Chairman at
their head, beg leave to present for the consideration of the
House the bill herewith submitted,

All of which is respectfully submitted.

Which was read.

Mr. Blake submitted the following minority report:

A bill entitled an Act to extend the limits of Baltimore
city by adding thereto a portion of Baltimore county.

Which was read.

Mr. Blake moved to substitute the minority report for the
unfavorable -report of the Committee and that it be printed.
Pending the consideration thereof,

Mr. Choate moved that the further consideration of the
whole question be indefinitely postponed.
