The Secretary of the Senate delivered the following mes-
sage :

BY THE SENATE,

March 18, 1870,
Gentlemen of the House of Delegates :

We have received your message asking the appointment
of a Committee of conference to take into consideration the
amendments proposed to the House bill in relation to the
Franklin Bank, and concur therein.

We have appointed on the part of the Senate, Messrs,
Kimmel and Snyder.

By order,

AUGUSTUS GASSAWAY,

Secretary.
Which was read.

The hour having arrived for taking up the order of the day,
the House proceeded to the consideration of the bill entitled
an Act to repeal sections 37, 38, 39 and 40 of the Code of
Public Local Laws, entitled "Licenses," and to substitute in
lieu thereof the following sections.

Said bill being upon a third reading,

Mr. Merrick moved that the futher consideration thereof
be postponed, and that the House do now proceed to the con-
sideration of the bill, entitled an Act making appropriations
for the support of the government for the year ending the
first day of January, 1872.

Decided in the negative.

The order of the day was then proceeded with.

Mr. Meekins moved a suspension of the rules to enable him
to submit an amendment to the bill.

Decided in the negative.

Mr. Merrick, (by unanimous consent,)
