United States. Having in my Executive message expressed
my own views, and, as I confidently believe, those of our con-
stituents, deem it unnecessary to do more than submit this
proposed amendment to the Constitution to your deliberate
and wise consideration.

EXECUTIVE MANSION,
ANNAPOLIS, January 18, 1870.
Gentlemen of the House of Delegates:

I herewith transmit to you a communication from his Ex-
cellency, the Governor of the State of New York, accom-
panying the official copy of the Resolutions of the Legislature
of the State of New York receding from the adoption of the pro-
posed 15th Amendment of the Constitution of the United
States, be placed on file after they are duly considered by
your Honorable Body.

And on motion of Mr. Merrick,

Referred to the Committee on Federal Relations.

The Speaker laid before the House the report of the Build-
ing Committee of the new Insane Hospital:

Which was read and referred to the Committee on Ways
and Means.

Mr. Ritter presented the petition of Mary Elkins, Caro-
line E. Montgomery, Anna E. Staley, Deborah M. Knouff
and Susanna Green, praying for pensions,

Which was read and referred to the Committee on Pen-
sions.

Mr. Streett presented the petition of Jacob Bradenbaugh,
Sr., and Charles Gorsuch, to be placed on the pension list,

Which was read and referred to the Committee on Pen-
sions.

Mr. Brattan presented the petition of G. H. Rowe and 95
other tax-payers and voters of Tangier District in Somerset
couaty, praying for a repeal of the prohibitary liquor law in
said District.

Which was read and referred to Messrs. Brattan, Lankford
and Purnell.

Mr. Neill presented the petition of Joseph Leggett, Jo-
