At end of section 27, add : should the events of war, threat-
ened invasion, or insurrection, or intestine troubles require
a greater sum of money than is annually appropriated for
military purposes, the Governor of Maryland is hereby
authorized to issue a defence loan in the name of the State,
with legal rates of interest, which loan shall be exempt from
city, county and State taxes ; and the defence loan so issued
and made, shall be provided for by the General Assembly of
Maryland at its next regular or special session.
