Mr. Bowlus submitted the following amendment:
AMENDMENT PROPOSED.

Add at close of section 9, the following : "and the General
Assembly reserves to itself the right to alter, amend or repeal
this Act at pleasure."

Which was adopted.

The bill as amended was then read a second time.
