Which was read and referred to the Committee on Roads
and Highways.

Also,

The petition of James S. Parsons, Wilson Davis, and 97
other citizens of Wicomico county, praying the passage of a
stay law.

Which was read and referred to the Committee on the
Judiciary.

Mr. Wells presented the petition of 90 residents of the
8th election district of Anne Arundel county, protesting
against the present oyster law permitting dredging for
oysters in the waters of the Chesapeake bay.

Which was read and referred to the Committee on the
Chesapeake bay and its tributaries.

Mr. Shipley presented the petition of John W. McCauley,
G. W. Lurman, and 45 others, asking for the removal of the
county seat of Baltimore county from Towsontown to the
Almshouse property in said county.

Which was read and referred to the Baltimore county
delegation.

The following message was received from his Excellency,
the Governor, per hands of Richard C. Hollyday, Esq., Sec-
retary of State: .

EXECUTIVE DEPARTMENT,

Annapolis, Feb. 23, 1870.
Gentlemen of the House of Delegates of Maryland:

According to the requirements of the Constitution, I have
signed and sealed and transmitted to the Clerk of the Court
of Appeals, the laws of the present session, whose titles are
enumerated on the accompanying list.

ODEN BOWIE.

An Act entitled a supplement to an Act passed by the
General Assembly of Maryland, at January session eighteen
hundred and sixty-eight, chapter four hundred and twenty-
four, entitled an Act to iacorporate the town of Berlin, Wor-
cester county.

An Act entitled a supplement to an Act entitled an Act to-
incorporate the Library Company of the Baltimore Bar.

An Act to repeal sections 162, 163, 164, 165, 166,167,
168,169, 170 and 171, of Article 6, of the Code of Public
Local Laws, title "Caroline county," sub-title "Roads," and
to substitute therefor the following.

An Act entitled a supplement to an Act entitled an Act to
authorize the persons therein named to build a Methodist
meeting house on the public grounds in Chestertown, in Kent
