The question then recurring upon the Resolutions submit-
ted by Mr. Hoblitzell as an amendment to the Resolutions
submitted by Mr. Merrick, and offered as a substitute therefor.

Mr. Hammond submitted the following Resolutions as an
amendment thereto, and as a substitute for the original Re-
solutions submitted by Mr. Merrick :

And be it further resolved, That upon failure of the Balti-
more and Ohio Railroad Company to pay into the Treasury
